Workshop on the Assessment of the Effectiveness of Anti-Corruption Plans: International Standards and Practice 2024, by the Secretariat of the Anti-Corruption Business Council under the President of the Kyrgyz Republic

The workshop "Assessment of the Effectiveness of Anti-Corruption Plans: International Standards and Practice 2024" was organized by the Secretariat of the Anti-Corruption Business Council under the President of the Kyrgyz Republic. The workshop was delivered as part of the information dissemination and sharing the research findings conducted at Lund University in Sweden.

The following topics were discussed at the seminar:

• Use of current international standards for anti-corruption efficiency assessment;

• International methodology for evaluating the effectiveness of anti-corruption measures;

• The results of the work of the state bodies for the 9th (nine) months of 2024 - the strengths and weaknesses of the reports of the state bodies, what they have achieved, what needs to be strengthened.

Nuruipa Mukanova, General Secretary, shared her international experience and gave a detailed presentation on how to assess the efficiency of implementation of anti-corruption plans of state bodies in order to increase the position of Kyrgyzstan in the international ranking.

An introduction to the system of monitoring and evaluation of the anti-corruption activities of state bodies, an analysis of compliance with international standards were presented based on reports of the state bodies for the 9th months of 2024 with conclusions and recommendations on the example of the Ministry of Economy and Commerce, the Ministry of Justice and the Social Fund. At the same time, an in-depth analysis of the achieved outputs and problems of state bodies for 2023-2024 was elaborated.The State Anti-Corruption Strategy for 2025-2030 and the State Program (plan of activities) for 2025-2027 were approved by the Decree of the President of the Kyrgyz Republic # 137 dated June 2024.  It was noted that a strategy is of great importance and a driving force in the fight against corruption in the country. And the effectiveness of the strategy and action plan depends entirely on the government agencies. Therefore, it was suggested that government agencies should learn to work with artificial intelligence by increasing their knowledge and experience to make proper and on-time evidence-based analysis.The members of the Anticorruption Business Council, the experts of Jogorku Kenesh, the representative of the General Prosecution Office, authorized representatives of state bodies and compliance officers of the ministries as well as the representatives of civil society and business participated at the workshop.
